OD means outside diameter, so the 1/2" measurement is the outside diameter of the part, not the inside diameter. Whether it will fit a 1/2" oarlock hole depends on the actual hole diameter and fit tolerance; a 1/2" OD part will generally be too tight for a true 1/2" hole because there is no clearance.
