Whether this component is fail-safe depends on the lock body assembly configuration. Solenoids themselves are continuous-duty actuators; when paired with a Fail-Safe strike/lock, power is required to lock (unlocks upon power loss). If installed in a Fail-Secure configuration, it remains locked when power is removed.
